Shift 2024

KIPDA is working with the Kentucky Transportation Cabinet (KYTC) on the Strategic Highway Investment Formula for Tomorrow (SHIFT) Prioritization Process for development of the  Recommended Highway Plan. The ADD and MPO play key roles in this data-driven prioritization process, including sponsoring projects for consideration/scoring and “boosting” the highest priority projects in the respective areas.

MPO Approach To SHIFT

KIPDA staff developed recommended MPO sponsorships after local discussions and with great consideration of MTP Performance Impacts. The Transportation Policy Committee has final approval authority for sponsorships in the MPO area.

The KIPDA MPO will allocate projects to “Boost” in this region with approval sought at the August 2023 TPC meeting A list of boosted projects can be found below. When a project is boosted, it is assigned 15 additional points to its score which is added to the score assigned to the project through the KYTC scoring system. The Transportation Policy Committee (TPC) has final approval of the group of projects to be boosted in the MPO area. A recommended list of projects will be developed by a Working Group of the Transportation Technical Coordinating Committee in advance of being reviewed by the Transportation Policy Committee.
